Clarifying the basic content of the administrative commitment, elaborating the administrative commitment's major features of public nature, diversity, non-mandatory. At the same time, from the public administration's basic values, basic activities, administrative guidelines and administrative mechanisms to consider, the administrative commitment should comply with some basic principles, such as the fairness, rationality, legality and accountability.In the real practice, because of the deterioration of accountability mechanisms, the absence of the executive power system and the type of "Movement" citizen participation, these cause the administrative commitment face serious difficulties in the practice, this thesis finds a way to achieve administrative commitment by explaining the difficulties and analyzing the causes. From the factors of cultural, economic and administrative philosophy to consider, the traditional cultural heritage is the basis of administrative commitment to achieve; economic development gave birth to the environment of administrative commitment to achieve;public service concept provides a platform of administrative commitment to achieve. To sum up, to achieve administrative commitment has two main mechanisms:the concept of moral responsibility is the internal control mechanism for administrative commitment to achieve; accountability system is the external administrative remedy mechanism for administrative commitment to achieve. Specifically, through the improvement of judicial relief system, the implementation of legal control, building, the compensation mechanisms can promote the realization of administrative commitment.
