Today's world, natural disasters, accidents, public health events, terrorist attacks and other emergencies occur frequently, which had a significant impact on the economic growth, social stability and life safety, so each government is facing unprecedented complexity of the situation. After the happening of these sudden situations which endanger the safety of society, the normal society order will be damaged. The public psychology endure ability will lower. If the government does not open the correlative message in time, the public will fall into panic and turbulence. This will increase the difficulty of the dealing the sudden situation. Therefore the government should open the correlate information about the situation to the media sufficiently precisely and in time to ensure the civilian's right of learning truth. Only in this way can the people join the campaign of the dealing sudden situation, render the nation and the society to cooperate to face the crisis.The first chapter is "the basic theory of emergency government information ", which shows in sudden situations the importance of protection of right to information disclosure, regulation of executive emergency powers, and mobilization the community enthusiasm. The research is about informed rights, public governance, crisis communication, administrative legal theory, due process, and the principle of executive emergency.The second chapter is " emergencies of Government Information in US, Japan and Russia ", which show a rough description of the United States, Japan and the Russian government emergency management agencies and related laws, and these two aspects of Emergency Management System in China.The third chapter is "emergency government information system analysis of China". Since New China was founded on open government information during the history of the evolution, our view of government information made great progress. This chapter summarizes our current legal system of emergency management, and analysis the "Emergency Response Law" and the specific supporting content of laws and regulations. Many problems can be seen from the information disclosure system in China, and further studies are needed.Chapter J V is "The development of emergency government information system in China", which comments the recent incidents on the challenges of the current disclosure system, and suggests a complete set of laws, establishment of a permanent administrative emergency response agencies...
