Research On Government Information Publication Of Public Emergency

In recent years, the frequent occurrence of natural disasters, accidents, public health incidents and other emergencies, seriously affected the normal life of China’s economic development and citizens, but also destabilized the entire community. In this case, scholars began to strengthen the management of emergencies related research continues to grow. Meanwhile, the government also began to focus on the relevant issues. In the study, most of the results are based on information for the public perspective. In the face of public events and sudden crisis, the government took a variety of forms to public information, to guarantee the citizens’ right to know, etc., to achieve the purpose of ease the anxiety of citizens. In response to the crisis, the government can formulate relevant policies to guide the actions of citizens, so as to enable the government to quickly resolve the crisis and unexpected situations. Thus, we can see that, to protect the good citizens’ right to know, it is necessary to improve the legal question for this issue. The Government should take the law as the main direction of thinking, analysis of the legal aspects of the problems for the development of additional information disclosure protection mechanism. At the same time, broaden the appeal of citizens to apply for relief and channels, strengthen supervision over all aspects of government, to be able to really establish a service-oriented government and the responsibility of government, this is no doubt in the world.In the information age, the rapid development of today, and the government should public more information. However, due to the influence of traditional ideas, the government there is the phenomenon of imperfect legal system, social supervision effectiveness has not yet been exploited. In addition, the government in the event of emergencies and natural disasters, the normal social order on the destruction of the political chaos itself, the degree of public trust in the government will be reduced. In the case of the frequent occurrence of crises, in 2008, China promulgated the "People’s Republic of China Government Information Disclosure Ordinance",hope that through the legal form of the government information disclosure of the specification, promoting the legalization of information disclosure. In this study the concept of the public emergency and government information disclosure and related theory, the use of case studies, literature research methods, practices and summarize the experience of developed countries, the importance of clear information disclosure, related to proposed response to the crisis in principle. Secondly, study the problems in the aspects of the law. Subsequently, in the concept level, technical level also analyzed. Finally, according to the problems previously discussed, proposed the corresponding countermeasures.
