The Third Sector In The Financing With The Government Complementary And Cooperative Relations

As an integral part of the social field, the third Sector played an important role from the date of birth. The Third Sector has the characteristics of public welfare and non-profit, it makes up for the "government failure" and "market failure". The Third Sector fulfilling its functions must dependent on substantial funding, however, China's Third Sector's funds are caught in a bottleneck that hinders their normal development. After in-depth analysis, the relationship between the third sector and the Government's is an important factor in third sector's fund-raising. From this point, this paper analysis of the relationship with the government in China's third sector's financing, propose establish the cooperation and complementary relationship between the third sector and the Government, to solve the problem of the third sector funding.This paper is divided into six parts. Part one, China's Third Sector find their funds are caught in a bottleneck that hinders their normal development. The reason is improperly deal with the relationship with the Government. However, this does not rise to the scholars'attention.Part two, mainly introduced in relevant theories.Part three analyze the current situation of foreign Third sector's financing relationship with the Government.Part four, Through the description of the Third sector's financing affiliation with the Government,and analyze the reason,pointed out that the existing relationship with some limitations while the equal partnership is indeed difficult to realize, so in this case we requires the introduction of a new relationship to solve problems of the Third Sector in the financing problem.Part five, from the side of concept,modus and others analysis the cooperative and complementary relationship between the third sector and government of the third sector fund-raising.At last, the part six, analysis how to establish this relationship in the third sector's fund-raising. propose that on the one hand, the Government should play a proactive role to create conditions for the realization of such a relationship, on the other hand the third sector should also respond positively to lay the foundation for the realization of this relationship, solve their own money problem while helping the government's functions conversion, achieve truly complementary and cooperative relationship.This paper hopes to establish such a partnership between the third sector and government to solve the fund-raising problem.
