"interests Of The Local Government Misconduct - The Concept Of Power - The" Three-dimensional Study

The continued process of market reform has made China's economic rapid development. Since 1980's, the reform strategy that distributes power among local administrative governments; at the same time, performance of local government officials directly linked to the local economic development, these has enabled local government more and more independent roles of regional interest entities. It affected and destructed the normal operation of the national economy and the socialist market economy. The differentiation of interest and concept enhance a large number of local government deviations. Some Chinese scholars involving the research from interest, concept and power, why deviations will still continue to occur? One reason is that the current exploration just staying in the analysis of a single angle. Under the new situation, regulation local government behaviors need considered more factors, more complicated situation. It conducts in-depth study of multiple angles together.This paper start the research from local government misconduct's state of evolution and a large number of phenomenon, then sort out "interest", "concept", "power" three important factors. Because interest are the basis of local government behavior, concept directly control of local government behavior, Power is the effective force in control and affect local government behavior. In the analysis, this paper found that no matter what the state of local government misconduct, to face the fact that one can not change: the interest, concept, power, three factors of long-term co-existence and interaction. After the analysis, propose the interaction model which is "interest - concept - power" to affect the local government behavior together. The interaction model running mechanism consists of two parts: part one, interest, concept and power were able to influence local government behavior independently; part two, the close interaction of three factors is the deep-seated reasons of the local government misconduct. According to this interactive model, this paper analyzed the different interactions of the three states, that interest, concept and power were the dominant factor to cause local government misconduct. By Model, this paper argues that how to achieve balance and harmony between three factors interaction of governance is the core issue of local government misconduct. In practice, we should consideration of system integration of the interaction of three factors, positive leading role of different factors in the overall interaction, and control this factor. This is the viable direction to regulation local government's misconduct in China.
