The prosperity of International Organizations in the last century has attracted the attention of the international society, and the development of them has not been slowed after the arrival of the 21st Century. On one hand, the number of International Organizations keeps on increasing; on the other hand, there is a breakthrough in the range of their activities. We can say that International Organizations are everywhere nowadays, and with it comes the strengthening of powers of International Organizations, therefore, in some aspects, International Organizations have acquired many powers which belonged to state sovereignty in the past.The activities taken up by International Organizations have facilitated the integration of various countries, but may bring about the problem of injuries to other subjects in the international society at the same time. In fact, this situation is not uncommon in these days. Under these circumstances, how to cope with the relationship between International Organizations and the injured has become a problem which has something to do with the sphere of international responsibility regime.International responsibility regime is one of the slowest developed parts in international law; this is because there is a great influence of international politics on it. Though it is, the international responsibility regime has acquired certain degrees of developments due to the crucial importance of the responsibility regime to the law system. The codifications and developments made by International Law Commission is one of the examples. After its Draft Articles on State Responsibility, the Draft Articles on International Organizations Responsibility has been adopted on first reading. The mere fact means that, though the development of the law regime in this area has been lagged behind by the development of practices, international society has realized the necessity and urgency to regulate this area by law. Therefore, the development of international responsibility of International Organizations regime can be seen as the progress of international society towards international rule of law.This article will talk about the legal system of international organizations systematically in accord with the draft article on Responsibility of International Organizations by I.L.C. and the discussion in the theoretical field. Of course, this article does not intend to cover all the problems in this sphere, but to pay more attention to the most crucial parts, namely, the elements and contents of International Organization responsibility. Since these parts are the basis and cores of this topic, the study of them may be helpful to the study and development of relevant fields.The regime of International Organizations responsibility still stays in its formative period and many rules do not exist, so this article uses many rules in other fields in international law and national law, therefore, in this sense, the study of the responsibility of international organizations provides us with insights into the state and development of the contemporary international law and society as a whole.
