Back To The Han Ethnic Relations Regulation. Henan Zhongmu Event

The scale and the number of people involved in Zhongmou Event in Henan Province are the most serious in the history of the ethnic colony events since the foundation of the People's Republic of China. It terribly damaged the local politics, economic and culture as well as our nation's reputation in the international society. Today after six years, from the perspective of ethnic theories and ethnic policies to reflect the causes of the event, it makes sense to the regulations and researches of ethnic relations in mixed ethnics areas. We realize from the Zhongmou Event in Henan Province that ethnic relations must be always attached much importance to no matter in the past, at the moment or in the future. Through the revelation of the causes, the course, the measures which the government took to put down and the present ethnic relations of the Hui-Han villages where the event happened, this paper tries to expound the necessity to regulate the ethnic relations in mixed ethnics areas properly and the importance to further improve the ethnic relations in mixed ethnics areas from now on.The logical method of this paper consists of four chapters except the introduction and the conclusion. Chapter 1, a brief introduction of the ethnic survey of mixed ethnics areas and the retrospection of the history of the ethnic relations in Henan Province, reveals the four phases of the history of the ethnic relations in Henan and presents the development from tension to stableness in Hui-Han ethnic relations. Chapter 2, the main course of the Zhongmou Event and the main measures which the Henan Provincial Committee and the Henan Government took to put down, summarizes the true course of the event and the effective measures the Henan Government employed to put down. Chapter 3, the causes of the Zhongmou Event and the problems of the Hui-Han ethnic relations remain unsettled after the event. On the basis of the quantity of investigations and researches, this paper reveals that the causes are multi-aspects. The cadres of Zhongmou County from junior to senior did not build up the Marxism theory on ethnic systems; The conflicts of the economic benefits in the site led to the opposition of ethnic emotions; Some villagers of both sides had little concept about the laws; The local village committee seems " empty" and "dissimilation"; Some Han cadres still had national prejudice; The Hui villagers had strong ethnic consciousness; The evil force and the gangland force added fuel to fire; The fundamental organization did not deal with the daily dissension thoroughly; All of these are the main causes. Now, there are still the following problems existing in the Hui-Han ethnic relations after the event. The local government neglects the training and selection of the minority cadres and the suffrage of the minority; The local government's legal measures and administrative methods to regulate ethnic relations are quite limited; The misunderstandings between the Hui and the Han need to melt; Most local villagers of both sides are dissatisfied with the solvent of the event; The melt of the sufferers'accumulated resentment did not regarded as a long term serious job; The local people's prejudice on the minority still exists. Chapter 4, some reflections and enlightenments about the investigation of the ethnic relations and ethnic problems in mixed ethnics areas. Taking the Zhongmou Event as an example, relating the particularity of the Hui-Han relations in mixed ethnics areas, this paper put forward some reflections. It should be attached much importance to the tendency of the national prejudice which will reappears, the negative influence of the Hui people's "baotuan"in mixed ethnics areas should be researched; The devastation of the evil force, the gangland force and the family force in and out of the village ought to be highly guarded; The ethnical colony events induced by unfair competition in the activities of market economy ought to be highly guarded; The ethnical prejudice resulting from some cadres distorting the privileged policies of the Communist Party ought to be paid much attention to; The sufferers'relatives should be properly dealt with, making sure the Hui-Han relations develop in a good way.At the same time, some enlightenments on ethnic relations and ethnic problems can be drawn from Zhongmou Event in Henan. First, the five basic straits of the ethnic problems should be fully realized; Ethnic problems and ethnic work should be attached much importance to; Second, on account of the special complexity and the extreme importance of the ethnic relations in mixed ethnics areas, strengthening the unity of ethnics and maintaining the stableness of the society should be put in the first place in ethnic work; Third, the measures to regulate ethnic relations in mixed ethnics areas should be strengthened and the mechanism should be perfected; Fourth, the quick-in-action precaution mechanism to prevent and deal with the colony affairs must be established. From those above four enlightenments to regulate the ethnic relations in mixed ethnics areas so as to achieve the harmonious development of the whole society.
