In the field of journalism study, the past decade witnessed much debate and discussion on the press spokeperson and press spokeperson. The significance of research in this hot topic lies in the following aspects. It can promote the theoretical development of journalism in China, construct the theoretical framework of spokeperson featuring the Chinese characteristics, help to improve the functions of press spokeperson and give full play to the strengths of the press spokeperson system. Meanwhile, it can diagnose the existing problems in the development of journalism in China, propose solutions to better the press spokeperson system so as to reduce the malcontent for social issues among the public and enhance the harmony in the society. The author employs such methods as the literature study, contrastive study and case study to discuss the relevant theories, analyze the problems and reach convincing conclusions.The thesis consists of six parts. Chapter1is the introduction which includes the research background, theoretical and practical significance, literature review, reseach methods and definitions of the related concepts. The author believes that research in the theory and practice with regard to press spokeperson and press spokeperson system can help us develop a more comprehensive understanding of the current problems and contribute to its scientic and healthy development.Chapter2is devoted to the developmental stages and their implications for press spokeperson system. Based on a detailed study of the press spokeperson and press spokeperson system in China, the author thinks that, up till now, this system has undergone three stages, namely the initial establishing stage, the gradual improving stage and the rapid progress stage. The value of the press spokeperson system is that it ensures the order of news announcement, improve the effectiveness of news announcement, and secure the public’s right to know at the same time. Chapter3is about the major problems concerning the mechanism of press spokeperson system and the causes. The author points out that the existing problems with the press spokeperson and press spokeperson system include:It is not as timely, active, accurate and professional as expected. The major causes are lack of legal support, lack of professional supervision for the practioners, and its brief history in China.Chapter4is about the contrastive study of the press spokeperson system in China and the U.S. The thesis discusses and summarises the basic characteristics of press spokeperson and press spokeperson system in the U.S. as:professional training in journalism regarded as the basic recruitment criterion, a highly professional contigent of press spokepersons, and protection from its legal acts. The author also compares the notions of the press spokeperson and the press spokeperson system in China and the U.S. with regard to the regulations and the practice, as well. Conclusions are reached about the differences between the two countries.Chapter5presents the major approaches to improve the press spokeperson system. The author introduces the general guiding principles regarding how to improve the press spokepeTson system as well as proposes the following principles:The legal basis for the press spokeperson system must be enforced. The ethical bottomline of being honest and truthful should not be observed. Continual effort is needed to improve the press spokeperson’s communicative abilility and their readiness to abide by the "the three approach" principle at work. Based on the in-depth analysis, the author suggests concrete measures to address the existing problems. To be specific, a relaxing atmosphere needs to be built so that the press spokeperson can be honest and open. The professional training needs to be provided for the press spokeperson to improve their skills. The awareness of the significance of the press spokeperson system needs to be stressed and the related legal measures taken so as to reach the goal of enhancing the credibility of the government and ensure the publicity of government information.Chapter6is the conclusion. The author gives a brief overview of the outline and content of the thesis and argues that, in spite of the current problems, the press spokeperson system has brought about many positive results. It has ensured the transparency of party affairs, protected the democratic right of the party members and the general public, increased the the party’s ability in guiding the public opinion and boosted the party’s public image. It expresses the sincere attitude of the government to communicate with the people and to respect their right to know and their right to participate. Consequently, the ordinary people can be fully convinced of the transformed and updated notions of the government. Finally, the author gives a candid explanation of the limitations of the thesis as well as suggests the following questions for further study:1. Given the advent of the all media era, what is the outlook of the press spokeperson system in China?2. What legal measures are needed to ensure the progress of the press spokeperson system? In short, the author hopes that through our constant effort the press spokeperson system in China will have a bright future and play a positive and contributing role in the development of journalism in China.
