Because the basic national policy of family planning implement for decades, China's population structure has been profound changes, population aging has become an irreversible trend. China's population policy has an unexpected result. Older age groups in rural areas, who have made a major contribution for urbanization and industrialization in China, encountered a variety of functional and structural exclusion. They are in a very disadvantageous position in social life, they live at the edge of society, and may get into the condition of poverty at any time.This situation will have a strong negative impact on the development of China's social stability and harmony.Because of the long-standing urban-rural dual structure, compare with the urban elderly populations, elderly in rural areas have their own specificity. The theory of social support networks provide a new perspective to analysis the older persons life, from the perspective of social support networks, what the living conditions of rural elderly, how they constructed the poor, these are this paper is to study.In this study, the author use the empirical research methods, through the actual investigation in H Town, Shandong Province, draws the following conclusions:From a political view, the lack and the dislocation of national pension policy is an important cause of poverty; from the family point of view, changes in family structure and intergenerational focus down have a great impact of older persons a life; We should be integrated national, community and family strength, to improve the well-being of the elderly.
