This article is based on the theory of the Common Underlying Proficiency(CUP)by Cummins. It studied the correlation of the Chinese reading ability and Englishreading ability of the primary school students. The study used the method of test, theninput the data to the software of SPSS, and analyze the average value, the standarddeviation, the difficulty value, the distinguish value and the correlation coefficient.The conclusion is based on the data analysis.Cummins thinks it is a relationship of interdependence between the secondlanguage and mother language, they share the ability. For the testifying of the theory,this study designed a Chinese test paper and a English test paper to test the readingability. The designing of the test paper lay emphasis on the ability test, abandon theknowledge test. In order to analyze the data particularly and versatilely, the dataanalysis divided to four part: word, sentence, essay and complete volume. It isparticular to each topic, such as the average value, the standard deviation of the spell.The data is comparison of the Chinese and English. There is a correlation coefficientanalysis in every item. Generally, the average of Chinese is above of the English’s.But the standard deviation, the difficulty value, the distinguish value of English areabove the Chinese’s. The correlation coefficient changed in line with the item, some ishigh and some is low, it explained that there are strong with the weak of thecorrelation. Generally, the more the data is comprehensive, the more the correlation is.The less the data is elaboration, the less the correlation is. Such as, the correlationcoefficient of Chinese and English complete volume is0.915, it is the highest of thecorrelation coefficient. The correlation of Chinese essay4and the English essay4is0.144, it is the lowest of the correlation coefficient.Through the data analysis, it reach a decision that there is a high correlationbetween the student’s Chinese reading ability and the English reading ability, if thedata is sufficient. The study proved the theory of Common UnderlyingProficiency(CUP) by Cummins that it is a relationship of interdependence betweenthe second language and mother language, they share the ability. And the correlationis correlate with the student’s age, but it is more importantly correlate with the yearsof English learning. But it is insufficient in that there is an interference from theknowledge of the ability test.
