Research On The Prevention And Control Of Corruption In Colleges And Universities From The Perspective Of Modern Governance

In the development of human history, corruption is the social phenomenon which has always been much criticized and hated by the ideology, social elite and public at large. As knowledge-based society organizations, universities are shouldering cultural education, cultural heritage, cultural innovation, and many other important tasks in today’s society constitution. Because of the special status and role, universities corruption is extremely harmful.This paper starts from the perspective of governance theory and research system, comprehensive uses the knowledge of political, economics and management, questionnaires by 1415 staff from eleven universities in Shaanxi province, deeply analyzes on 12 typical cases of 7 categories in China. On this basis, it proposes some prevention strategies based on the "polycentric governance" and "cooperative governance".The study finds that compared to other industries and fields, the prevalence and severity of corruption in universities is relatively low, but it is lethal. The causes for the universities corruption are not only environmental triggers, relative shortage of higher education resources and imperfect management system, but also greed and distorted values of corrupt elements. In the past, involvement of the public and organizations outside of government was obviously insufficient in the prevention of universities corruption and relevant control measures have not formed an effective force, which resulting in repeated corruption. In this respect, the author believes that it must be guided by the governance theory and put the diversification, democratization, monocracy and cooperation as the premise. In the main role of the government-led governance, it needs to break the unilaterally dominance, actively guide the public to participate in the governance of universities corruption, start from the system, supervision, education, punishing and other aspects, continue to promote the prevention model of transformation and innovative, strengthen university clean government, and promote the modernization of university governance, to achieve the university "good governance" purpose.
