The Research On Constructing The Corruption-prevention System Of University

With the gradual development of our country socialist market economy, and economic system reform, our universities gain increasingly extensive autonomy. On the contrary, universities where erupted repeatedly corruption. Meanwhile, anti-corruption work of universities went into the vicious circle, which breaks out more and more corruption events. Therefore, the anti-corruption work of universities is more difficult. Our country is still at the primary stage of socialist development, university undertakes the important task of the development of socialist spiritual civilization. Because of its universal sacred image in the public image, so the corruption will cause extremely bad effects. Therefore, the problem of corruption phenomenon is in dire need of containment, with urgency.At present, owing to the correct leadership at all levels of our universities, the anti-corruption work can successfully carry out, which providing the good guarantee for the development of colleges and universities. On account of the expansion of university autonomy in our country’s campus construction, the increase of campus construction and infrastructure projects, the expansion and the diversification of the number and types of materials procurement, the university itself gain new impetus for the development. However, due to the management system of university relevant has not really established that many can not make the autonomy of university to supervision fully, which leads to a gap of corruption breeding. At the new stage, the university corruption is a trend of multiple. Generally speaking, the corruption can not be made to eradicate in the short term, therefore, exploring to an effective way to prevent corruption from the source is the effective ways to relieve university corruption and to reduce corruption events. Constructing corruption-prevention system of university is a complex systematic project, in the process of anti-corruption, the corruption measures of Europe and the United States and other developed capitalist countries is relatively mature and effective. Part of the approach can be used in our work of anti-corruption. The thesis demonstrates by comparing feasibility practices, and analyzes on the present situation of anti-corruption work. Combining with our specific conditions, the thesis put forward how to construct a corruption-prevention system of university. The main content of the thesis are as follows:The first part includes the first three chapters, which outlines the overall framework of the thesis and gives details of the concept of corruption and the corruption-prevention system of university. Finally, focus on analyzing the corruption status of the university. This part also takes in-depth discussion and elaboration of anti-corruption results in the past, as well as the performance and the causes of the university corruption. The second part is the fourth chapter. It lists the concepts and practical experience in the anti-corruption work of the United States, Sweden, Britain, Germany, France and other six countries. And the part analyzes and summarize common, for preventing corruption of university to build useful theoretical reference.The third part is the fifth chapter, namely, constructing the corruption-prevention system of university which is the main part of the thesis. Under the premise of ensure the guiding ideology, the basic principles and the main goals and objectives, from four levels of the educational self-regulatory mechanism, systems and supervision to build a systematic system and risk prevention and control of prevention-corruption of our university.
