In October 2,2014,The State Council issued the "Opinions on Accelerating the development of sports industry to promote sports consumption," the document becomes a national strategy fitness the first time, sports associations as an organizations, coordination and operation of basic mass sport activities, whose role will be more and more important.Xi’an is an important center city in western China, and its level of economic development, the living standards of the people and quality of the population in the forefront among the provinces in western China, in some ways it can be said, the level of development of Xi’an sports associations can represent the higher levels of western provinces sports associations. Through the investigation and study of these sports associations, and these sports associations Has been registered by the Civil Affairs Bureau in Xi’an, both to know the present situation of Xi’an sports associations, found the problems of sports associations, and then provide references, ideas and measures for the development of sports associations, and also can be reflecting the level of development of the western region sports associations.In this paper, the use of literature, interviews, mathematical statistics and logical analysis and other methods, through face to face communication with the person in charge of Xi’an various sports associations, to get the Sports Association information of registered Civil Affairs Bureau in Xi’an, such as organization of sports associations, and sports associations classification and founded way, community affairs decision-making, community activities, funding, human resources aspects of The Xi’an City Sports Association, analysis and arrange these have acquired information of Xi’an sports associations, in order to know the overall development of Xi’an sports associations.Investigation shows that the overall development of Xi’an sports associations is good, but there are some problems. The main problems are:the number of associations is little, lack of funds, the financial system is not perfect, the lack of practical articles and authenticity, information media backward, the lack of a fixed office space, many problems in human resources and certain administrative intervention. According to the present situation of sports associations and the existing problems of The Xi’an City Sports Association, this paper puts forward some measures from the community outside and itself two aspects, hope to be able to help for promote the development of Xi’an sports associations. External aspects of association is mainly:accelerate the optimization and reorganization of Xi’an sports associations; develop a complete set of supervision, assessment, reward and punishment mechanism system; government departments to provide support for community development to purchase the public service; accelerate the transformation of government functions, improve the measures of the separation of political and social measures; make the special and perfect sports associations of laws and regulations. The community itself mainly include:perfect the capital source channel; perfect the articles of association construction; improve the information disclosure mechanism, improve the community social credibility; strengthen cooperation with universities in Xi’an; strengthen the construction of human resources association.
