Language is valuable resources which the local nationality accumulated when they lived for a long time, and different language is produced in different geographical location, which reflects the different life style and thinking mode from different areas. From 1568 when the society of Jesus opened a bilingual educational school for the American Inidan in Florida, to 2002 when 《 No Children Left Behind Act》 enacted which means bilingual education act came to an end, the development of American bilingual education has a history of more than four hundred years. And in the four hundred years, the time from 1968 to 2002 is remarkable. To describe The history of American bilingual education development, and to analysis the history in sociological theory can provide experience for the development of the ethnic minority bilingual education.In the thesis, the author adopts historical approach, analytic approach of documents, comparative method to analysis the rise of fall of federal bilingual education in the United States.This thesis has mainly discussed American bilingual education policy from four parts:The first part mainly discusses the reason of choosing the topic, research purpose,research significance, research ideas and research methods, concept definition and time determination, theoretical basis and analysis framework and research status of related fields;The second part mainly describes the rise and fall of federal bilingual education in the United States based on the facts, and has carried on the rational thinking on American bilingual education to abolish, thinking that the abolition of bilingual education has brought bad influence to the United States;The third part mainly based on professor Lu Jie’s analysis framework in the sociology of education, from the political and cultural, economic and population in the face of American bilingual education policy analysis, and conclude like this: the national political environment, political people, political game and political movement are political factors influencing American bilingual education. In economical, the economical condition supporting the education policy, the economical field directed the education policy, demographic structure and occupational structure are the main factors. Social ideological trend, the value orientation and education scientific research are the cultural factors which influence the American bilingual education.The forth part mainly researched like this: Through analysis to the American bilingual education, we can learn the lesson and experience in the course of the American bilingual education change, at the same time we gain some meaningful reference from the research.
