While the distance learning concept and the use of the Web to complement traditional classroom-based instruction provides more convenient virtual access to learners around the world, it also introduces some limitations and shortcomings, mainly from communication, collaboration, pedagogy, and course administration perspectives. The course instructor in a distance learning situation, for instance, can no longer enjoy the powerful face-to-face communication channels available in a traditional classroom environment. The virtual teacher will have difficulty assessing students' progress in learning as well as their participation in classroom collaboration. Along with the development of AI(Artificial Intelligence), it's branch-the Agent is regarded as a very important technology. It runs autonomy and pro-actively. Firstly, this article introduces the basic Agent Technology and describes it's primary characteristics; Secondly, this article summarizes the actuality and the limitation of the distance learning. Thirdly, we investigate many cases which apply the Agent into Web-Based Systems all over the world. Finally, according to the above analysis, we conclude the necessity of applying the Agent into current Web-Based Systems, we construct the generic framework of applying the Agent into current Web-Based Systems, and from the application view, we analyze the roles which agent can play in the Web-Based Systems into which the Pedagogical Agents are applied. At last, we simply evaluate the pedagogical effect of Pedagogical Agents and bring forward some factors which influence this effect.
