With the prescriptive nature of community democracy—self-governance, the dissertation studies community democratic construction of socialism with Chinese characteristics during the period of social transformation. The aim of study of community democracy is to seek, from the perspective of relation between nation and society, the sound system of reintegration of government and masses to make the democratic political construction develop along the controllable way. As a result, we can integrate the powerful resource, consolidate the base of powerful legality and further promote democratic political construction of socialism with Chinese characteristics in order to strengthen socialist political civilization.On the basis of the aim, the dissertation, first of all, defines the relevant notions of community and community democracy, and points out that community democracy, as social democracy of "non-national formation", is not only a governance system but also a way of life and state of mind. The second part is to expound the necessity and possibility of community democracy and holds that community democracy is the new governance mechanism which, with the change of relation between nation and society, reintegrates urban basic level society after "disintegration of unit system" during the period of social transformation. And its function and significance lie that community democracy is the starting point and destination of nation politics, and the ideal goal for politics of socialist states as well as a fundamental project for the development of socialist democratic politics. he third part emphasizes on the generalization of practice and mode of community democracy in our nation and explicates its features such as positional fundamentality, essential self-governance, powerful horizontal participation and so on. The fourth part analyzes its operating system and the corresponding systematical innovations and proposed that community democracy is the unity of procedural democracy and essential democracy, which, in essence, is a process of "dual revolution" and "dual democracy" of government and society and the relevant systematical innovations bear inspirational and demonstrative nature. Finally the dissertation comes to the available problems of community democratic construction and points out the way to solve the problems. The dissertation, mainly directed by materialism and dialectics, employs methods of positivist study in sociology and of structure-function in political science as the analyzing framework. On the basis of comprehensive research of the community democracy, the newly emerging thing, the dissertation attempts to expound how community democracy promotes the course of Chinese political democracy, how community democracy quickens the tempo of Chinese political modernization and the possible social change by community democracy. As a result, the dissertation draws a preliminary conclusion and makes tentative prospects for community democracy.
