A Study On The Cultivation Of Community Communality By Consultative Democracy

With the rapid changes in social structure,population heterogeneity has intensified,interpersonal relationships in the community have become distant,and residents’ sense of identity and belonging to the community has been greatly reduced.Moreover,because public affairs are "non-exclusive" and "non-profitable," it is difficult to distinguish between participants and non-participants,thus weakening residents’ motivation to participate in public affairs and seriously undermining the public nature of communities.However,community publicness is an important foundation for community governance and development.Therefore,we should strengthen the cultivation of community publicness,raise residents’ public awareness,and encourage them to participate in community public affairs in order to build a more harmonious community.This paper adopts a case study approach to select representative cases at different stages of community publicness cultivation in G,in order to present the specific process and effectiveness of the practice of consultative democracy on the cultivation of community publicness at different times,and to enrich the case data by combining literature search,participant observation,and semi-structured interviews,using category-based analysis in each case analysis to deconstruct how the elements of consultative democracy In each case study,category-based analysis was used to deconstruct how the elements of consultative democracy cultivate community publicness,i.e.,increase public awareness and participation,and to distill the mechanisms of community publicness generation.The study finds that the practice of consultative democracy can be divided into three types,namely,guided consultation,spontaneous consultation,and interlocking consultation,according to the different consultative subjects and power relations in consultative democracy theory.Guided consultation is the budding stage of community communality,spontaneous consultation is the exploration stage of community communality,and inter-embedded consultation is the enhancement stage of community communality.The author has refined the mechanism of community publicness based on these four elements,i.e.,consultative democracy requires the participation of multiple subjects and the negotiation of public demands in accordance with a certain consultation process to achieve public interests and,in the process,the enhancement of residents’ public awareness and their ability to participate in public affairs.In this process,the public consciousness and the public participation ability of residents can be improved.
