With the deepening of the reform on the system of running schools, many kinds of kindergartens appeared and great changes took place in preschool education with more kindergartens appears and the children's enrollment to kindergartens increases, and results children education gets more and more sponsorship by civilians with the main stream of state-owned ones. Because of shortage of administrative practices in the development of the kindergartens in China, many problems appear in children education, especially ones in the intermediate and small cities. With regard to the fact that the local educational authorities are the main body to execute educational laws, and the relationship between school and administrative educational institutions to a great extent decides the characters and orientation of the whole teaching system, the author argues that it is important to find the problems and solutions to promoting the development of our preschool education on the basis of the ideal relationship between school and local administrative institutions. On the basis of the above-mentioned facts, this article can be divided into five parts.Part One: Prelude. According to the social background of the present teaching system reform, the author puts forward that the appearance of civilianized kindergartens has its necessity and feasibility, which has a practical meaning for the study of civilianized kindergartens. By adopting the method of theory combined with social investigation, this article discusses that the local educational authorities how to manage civilian-sponsored kindergartens in the view of law.Part Two: The First chapter. In this chapter, the author discusses the development of civilian-sponsored kindergartens in China and abroad. The foundation of China in 1949 is the dividing line for our civilianized kindergarten development. In this chapter, the author covers the development of kindergartens in different periods and concludes that all the civilianized kindergartens of any period need the support and administration of the government. With regard to the civilianized kindergartens aboard such as in Japan, the USA and France, the author comes to the same conclusion and proposes the ways of forming the better relationship between the civilianized kindergartens and local education authorities in medium-sized and small cities of China.Part Three: The Second chapter. By referring to the relationship of the civilianized kindergartens and the local educational authorities and according to the characteristics of the intermediate and small cities, the author discusses the ideal relationship between the civilian-sponsored kingdergartens and the local educational authorities with the guidance of relative policies and regulation and with more contributions from various social aspects on the basis of local colleges or universities.Part Four: The Third Chapter. The author deals with the respective rights and responsibilities of civilian-sponsored kindergartens and local education authorities in the view of laws and regulations in this chapter, the author deals with this relationship in view of reality and ideal and concludes that there are gaps between reality and ideal. On the basis of the above analysis, the relationship between the right and responsibility is in fact the one between the rights and the powers, while the latter is more important.Part Five: The Fourth Chapter. The author deals with the difficulties of local education kindergarten and proposes the idealistic relationship between the two, the responsibilities and difficulties of local educational authorities are the following: 1. to strengthen the concept of regulating the management of civilianized kindergartens according to the related laws. 2. to establish the local rules about kindergartens in order to promote the communication between the kindergartens and the relative governments. 3. to establish a system of responsibility to supervise the kindergartens well.
