The transformation from equilibrium to unequilibrium is one of consequences of social transition in China. Unequilibrium is not necessarily so evil, but one of the important prospects of modern social development. The key of question lies in whether it is over-differentiation. Social differentiation is necessarily cost of social transition and development in a certain limit. In forecoming knowledge-power society which the quantity of education one person achieved decide his position in the distribution,the gap among crowds is certainly decided by difference that everyone own educational resources, which have strong replaced function. But, in present, the distributed and floated deviation of educational resources has exceeded the limit, in which it could guarantee equal rights of citizen and well-worked of society, finally leaded to accumulation of educational resources. What's more, the accumulation becomes stronger and stronger as a result of character of resource structuration. "Matai effect" in education has been working.Modern government represent the interests of all the citizen, formulating educational policy means to distribute authoritatively educational resources in essence. Therefore, we should seek not only national efficiency, but also its moral value and possibility care for human spirit.This paper takes the exploratory research for phenomenon of educational resourceaccumulation in logical sequence for "question—cause—effect--resolution". The whole thesis can be divided into four parts:Part 1: Prescribe the present situation and define the conception of educational resource accumulation;Part 2: Make penetrating analysis the courses of educational resource accumulation, from economics, social system and government organization;Part 3: Explain the dilemma of educational resource accumulation in theory and practice;Part 4: Provide government's policys to deal with the problem, in democracy, opening, fair, pluralistic concept and so on as a theoric premise.
