PSA(Public Service Administration) in our country has long been managed by government;in other words,governments and producers are all in one system.In this case,the territory that private capital can't enter in increasingly made itself lack external competitiveness and internal incentive mechanism and lead to drain of state owned property and inefficient service.With the development of the reform and establishment of the socialist market system,traditional Regulative Government hardly meeting the needs of development of Public Service.In this case,privatization has emerged because of demand.Privatization in Public sector is not only a efficient path to resolve unfair competition between Public Sectors and private sectors,but also for De-regulation, improve service quality of public products by magnetization policy and achieve government policies' aims.Obviously,implementing privatization policy in Public Service territory is workable, but we don't have a regulation or law can restricted the range of it.This paper will been set in privatization of education areas,take government policy-making as point of departure,base on theories of Public management and economics,by the instrumentality of empirical analysis,comparative analysis,normative analysis and quantitative analysis etc.,take Jianli's educational reform as a typical case study to explore the rationality of educational institutions privatization and problem in government policy-making process thoroughly and systematically,meanwhile,also relate to realities in other regions' educational reform.This paper is divided into three main parts,except for the preface and the conclusion:Part one,analyzing the situation of government policy-making in the process of the privatization of educational institutions,taking Jianli as a study case,through questionnaire,along with the method of normative analysis and quantitative analysis to explore the process of the privatization of educational institutions and discuss the current situation and problems of government policy-making.Part two,analyzing the causes of government policy-making in the process of privatization of educational institutions.According to the current situation and existing problems,analyzed and discussed causes connecting with issues of government policy-making in the process of privatization of educational institutions.Part three,discussing how to improve privatization of educational institutions while government is making policy.In this part,along with relevant privatization theories and theoretical models of public policy to put forward some policy suggestions on basis of the contents of part one and two.The characteristic of this paper contains two aspects:(1) the innovation of topic. Through collected data in the past time,the author found that there were a lot of domestic and foreign scholars engaged in privatization of public service research,a few of them studied government policy-making in the process of the privatization of educational institutions.This paper takes Jianli's educational reform as a example to explore the rationality of educational institutions privatization and problem in government policy-making process.It has important value of theory and practical significance.(2) the innovation of research method.This paper on basis of the normal analysis and the empirical analysis,using the methods of questionnaire,collection and interpretation of numerical data to analyze the rationality of educational institutions privatization and problem in government policy-making process.So this conclusion is more practical.
