The progress of the economy and society continuously widens themankind's horizon in thinking. At present, the concept —" development"has already been defined in a broad sense as progress of the economy andimprovement of living qualities as a whole. The international societyusually takes the per gross national product (GNP) as a main index tomeasure the economic development, but the main indexes to measure thesocial development are the per mortality rate of anticipate longevity,infant mortality rate (IMR),maternal mortality rate(MMR) and totalbirthrate . In the new century, flooding with information, the high speeddevelopment of the economy is no longer a unique standard to measurethe social progress of a country. After 20 years of reform and opening tothe outside, economy now develops fast, the national strength gets anotable improvement and the people's life is following the stage that bepromoted toward from the basic well-off life to a complete one inChina .Children born today are expected to live 25 years longer thanthose born 50 years ago. Moreover, the health and education conditionhave also improved. There is no doubt on the performance of economydevelopment, the achievements on economy development our country hasobtained, have provided the other developing countries with reference fortheir study, even let the developed countries look at us with new eyes.What needs to be specially pointed out is, along with the high speedgrowth of the economy and in the process of gambling of efficiency andequity , there are some social problems deserved paying more attentionto . In recent years, the problem of living quality that accompanies withmaterial level progress has caused people's extensive concerns. Theinfant is our hope and future, the pregnant woman is the protagonist toconceive hope, so their living quantities are all focus worthy of greatconcern. Our country values the guarantee of women and children's rightsall along, in the progress of the overall construction of well-to-do society,and from the angle of scientific development, it presents: to keep theharmonious development between economy and society and to keep theequilibrium development in different regions, this is what the wholecountry has to endeavor to do, and under the new circumstance it is anactivity guide to all levels of the government. According to this, the writer's research on mortality mortal rate ,infant mortality rate and the child mortality rate under 5 years old (" thethree mortality rates" as follows) seems to be very urgent and meaningful. This paper used the basic data of 1996-2002 from 116 maternal andchild mortality surveillance sites and 15 interview data among 116cities/counties, used the system analytical thought, followed the generalway to combine the surveillance data with the subject inquisitions,combine the research on cross section data with time series data,combinethe macroscopic analysis with microscopic analysis ,combine thequalitative analysis with quantitative analysis,combine the literaturestudies with data analysis , combine the theory study and demonstrationmodel, noticed various software combine effectively, such as SAS,SPSS,EVIEWS and of Excel ,used the panel data model and non-parameters statistic method to analyze related economic factors of "thethree mortality rates" in our country. Through the system research of the writer, the results are: The first,there still exists a huge gap between our country and the developedcountry on the level of " the three mortality rates rates"; in recent yearsthe speed to reduce the rates has been slow in the whole country,especially the decline of the infant mortality rate is the most slow amongthe three; there are great differences in different regions. The second, "thethree mortality rates" is an important element between the giant system ofmankind development and continuous development, it is a huge economicand social system engineer to control "the three mortality rates".
