| Recently, the upsurge of studying abroad is higher and higher. From1978 to the end of 2004, there are already 810,000 people studyingabroad through various means to more than 100 countries. Theintermediary agents for self-sponsored study abroad have done well inhelping our citizens to study abroad at their own expense, and theyachieved a lot. However, driven by the economic interests, someintermediary agents are bad the principle of honesty, they use all kinds ofmeans to deceive the consumer. In this background, the ministry ofeducation has been doing more efforts on the supervision of suchintermediary agents, enhancing the standard for their new entries, whichstandardized intermediary market. But, it is still less than enough. Most ofintermediary agents are more familiar with all the processes ofself-sponsored study abroad than students do, thus, they always offersome false information, charges unreasonably, help students who are notsatisfied with standards to forge personal information for a larger amountof intermediary fee, and fix some traps and compelling items in contracts.Although the supervision department tries its best to standardize theoperation of these intermediary agents by lots of means, such ascontract sample, oversea education supervision net, and so on, it is stillnot enough. This dissertation focus on the supervision of intermediaryagents for self-sponsored study abroad, and intent to give out somesuggestion on how to speed up the processes of legislation, how to makethe current administrative system into single administration, popularizeintermediary agents to stand by contract sample and found up industryassociation to achieve self-discipline. Besides, we also suggest that it isnecessary to strengthen the force of propaganda from public media. Allthese are going to fulfill the administrative system of intermediary agents,to purify the market and make Intermediary agents operate lawfully,which are intent to provide the students with better services. |
