Since 1980s, many changes have occurred in the field of higher education in many countries. This leads to a series of reforms in universities. The scales of the university become larger and more complex; the purpose of students' training is from elites to commonalty. The functions become more practical and the connection with the society becomes even close. The administration of the university is much more self-ruled; A new concept is put forward, that is, "the president manages the school, professors are responsible for the academic affairs; administration departing from teaching and management being more scientific. The new concept of free academic atmosphere is emphasized; schools heighten the level of professionalization in interior management, and the distribution of resources is more reasonable and centralized.The organization and management of the university will change a lot when the purpose of education is changed from elites to commonalty. From the perspective of organization theory, management system is the main sub-system of organization system and influences the whole system and is the main factor connecting with all the other sub-systems. Following the increase of school scale and functions as well as the lack of resources the management of university will focus on efficiency much more and the resources will be more reasonably distributed. In the modern universities, the administering group is, different from the teachers, and they play an ever increasingly important role in school management The reforms of universities call for a even higher demand of their services.At present, there are still some serious problems in university for the administering jobs, which can be attributed to long-term planned economy system. These problems included are as the following: overstaff, low efficiency, unsuitable orientation, stiff flow of human resources, unclear division between power and responsibility, weak awareness of professional spirit and services, existence of bureaucratic official-standard and hire-pursuit, unsuitable decision-making process and incomplete check on constitutions. The reasons for these problems can be attributed to many sources such as policy atmosphere, management organization, power distribution, management ideas and measures.
