The 21st century is full of opportunities and challenges.It is also the times of fierce competition in human resources.More and more enterprises have taken human resources as the core competitiveness and a key source of competitive advantage.The traditional school personnel management should be changed into modem human resource management.The school should achieve maximum effectiveness by means of planning,acquisition,use, development,motivation and reward management.Among these the most complex and difficult one is how to do a good job of encouraging people,as well as how to make good use of pay incentives i.e.effective payment management.School administrators no longer simply pay the staff or increase the pay level.They should establish a new salary management concept and give full play to the role of incentive pay,thus make salary distribution the effective tool of attracting and retaining talents,maintaining school competitiveness and constructing the life community of school and the employees.China has entered the mid-term industrialization.We are trying to make our country a manufacture power of the world.Hundreds of millions of high-quality workers and millions of highly skilled professional employees are needed,which depends on vocational education.So in recent years,vocational education has been greatly concerned and thus developed very quickly.At the same time the vocational school teaching stuff should be strengthened.But with the rapid expansion of the secondary vocational school scale,some problems turned to be obvious,such as the lack of teachers,the shortage of specialized teachers,the teachers are short of practical skills and the work is not in proportion to the pay.In this important period of strategic opportunities,how to meet the challenges, stabilizing and strengthening the teachers team are dependent on the incentive mechanism of salary management.School administrators should strive to create the ideas of" more gain for more pain' and "Better pay for better job",thus improve the pay level of qualified teachers and the "double-skilled" teachers.The teachers should be encouraged to give better and more lectures,strengthen practical skills and become skillful in giving lectures and instructing students in practice.The study of pay management abroad is earlier than that in China.The study in enterprises is superior than that in institutions.People pay little attention to the pay management of the educational system.The pay management study of secondary school is rarely seen.This paper intends to investigate and compare the pay situation in the secondary vocational schools in Jiading District,analyzing problems of the pay management,making use of ideas of modern pay management and pay incentives,in line with the development of school development.At the same time pay attention to the expectation of self-fulfillment of the teachers and design pay system which is in line with vocational characteristics,try to attract talent and retain talent and make sure that the school will be prosperous in the future.
