For a modern democratic society and democratic political stability and healthy development, training and possessing the necessary spirit of public morals and public citizens, and enabling them to develop good qualities and attitudes of the modern development are very important in any country. In a sense, if there is no citizenship or civic virtue, no society can make progress, let alone national development. The civic education originating in the ancient Greek period and established with the formation of legal system of capitalist countries has long been considered an effective way to develop good public.In today's world, in the background of economic globalization, political multi-polarization and cultural diversity, what public to develop and how to cultivate qualified citizens has become a universal concern in the world. The United States as the world's only one superpower, its citizenship education has far-reaching impact on the values of civic education, basic content, implementation in the world.Through in-depth research, the author found that its rise and development of citizenship education are inseparable from its cultural influence. In fact, its development is the infiltration of American culture and the process of highlighting its function. Education is the carrier of culture; citizenship education is to develop more responsible citizens with"American Spirit"and"Democratic Spirit"by the effective way in America in the atmosphere guided by pragmatic values. Its value is based on the tolerance and multi-cultural characteristics, and regards the connotation of individualism as the basic value orientation. Therefore, in this article, the author seeks to explore the development of citizenship education in American history from the perspective of cultural, so as to provide citizenship education in China with inspiration.This paper is divided into four parts: Introduction demonstrates the theoretical and practical significance of studying the development of American citizenship education in the cultural field, and sums up the research results of scholars at home and abroad, and presented their research methods and put out innovation .Chapter I mainly argues the nature of American culture. The author first defines the meaning of "culture", and sets out the three basic characteristics of American culture at differently historical periods: individualism, cultural pluralism and cultural traditions of pragmatism.Chapter II mainly demonstrates the evolution of American citizenship education and its cultural identity. The author divides the development into the following three stages: the citizenship education in the founding of the early, citizenship education after the Civil War and citizenship education after Civil War II; and simply explains the cultural characteristics in these periods.Chapter III emphasizes on arguing American citizenship education enlightens the Chinese. First of all, the author summarizes the basic characteristics of American citizenship education in the cultural vision: political, practical and times; it points out its problems: lack of teacher education, formalism, and a crisis of trust etc.; and sums up the enlightenment from the citizenship education in the United States associating our citizenship education in our history and the status quo, at the same time makes a few superficial recommendations.The rise and development of American citizenship education can not be separated from the United States, because the course is actually the one to permeate and highlight its function constantly, from individualism, cultural pluralism to pragmatism, without exception. China's citizenship education should be combined with excellent traditional culture closely then we can train qualified citizens for the socialist cause.
