With the rapid development of The Times,mul-ticulture has become more and more popular.However,cultural diversity usually leads to the diversity of value system.Meanwhile,the pluralistic value system is easy to cause value conflict and moral relativism,which leads to the dilemma of value choice of students and makes moral education in a disordered?disconnection and looseness state.In order to cope with the changes and development of the society at home and abroad,Singapore launched a new round of primary school character and civic education curriculum reform in 2014,aiming at improving the multicultural understanding of Singapore primary school students and cultivating international talents with multicultural thinking,and ultimately enhancing social cohesion and promoting social harmony in Singapore.This article attempts through analysis the curriculum system of Singapore character and civic education curriculum to explore Singapore experience of how to improve the primary students` multicultural understanding.Then in combination with the current situation of moral education curriculum in primary schools in China,the paper aims to seek experience to consummate the primary moral education curriculum in China and construct a rich multicultural moral education curriculum.This research is mainly divided into six chapters and the second chapter is an introduction about Singapore's multicultural society and analysis the reasons for the formation of Singapore's multicultural society,mainly including location,colonial history,the multicultural policy,as well as the economic globalization and so on,which points out the social and cultural background of Singapore character and civic education curriculum.The third and fourth chapters focus on the cultivation of the students' multicultural understanding ability.Firstly,the third chapter mainly introduces the content of character and civic education curriculum system in Singapore's primary schools.In terms of curriculum objectives,the curriculum based on the 21 st century skills framework and common values proposes an overall curriculum objective and eight learning outcomes.In terms of curriculum content,the curriculum content is developed from six levels: individual,family,school,community,country and world.Meanwhile,each level also involves three key issues: identity,interpersonal relationship and choice.This six levels and three issues are not only independent,but also confluent.In terms of textbooks,Singapore launches the character and citizenship textbook in 2015,which not only contains rich contents,but also highlights the cultivation of six core values.In terms of curriculum implementation,this paper mainly introduces the guiding principles of curriculum teaching and learning,the guarantee conditions of curriculum implementation,and the approaches of curriculum education,even the teaching methods including consideration approach,value clarification approach and moral cognitive development approach.On this basis,the fourth chapter of this paper makes a multi-cultural analysis of character and civic education curriculum in Singapore's primary schools and explores the experience of improving students' multi-cultural understanding,and the main performances are as follows :1.The course aims to focus on students' multi-cultural understanding.2.The course highlights multicultural education.3.The textbook is full of multicultural atmosphere.4.The curriculum implementation emphasizes the achievement of multicultural understanding objectives.5.Curriculum evaluation promotes the development of students' multi-cultural understanding.In addition,chapter fifth analyzes the cultural characteristics of Singapore character and civic education curriculum system and points out the curriculum system training students' cultural thinking ability,having cultural tolerance,openness,diversity and integration.Finally,on the basis of fully understanding and grasping the current situation of moral education curriculum in primary schools in China,this paper comprehensively analyzes the Singapore experience of character and civic education curriculum in primary schools on the students' multicultural understanding ability,and puts forward some Suggestions on the construction of moral education curriculum in primary schools with multicultural atmosphere in China: raising the multicultural consciousness of moral education curriculum;focusing curriculum objective on the cultivation of multi-culture comprehensive;Expanding the scope of moral education curriculum and gradually involving in multicultural content;Innovating the method of moral education and paying attention to the cultivation of cultural thinking;Providing diversified evaluation tools and strategies to make the course evaluation objective and comprehensive.
