Among the measures, one is to offer them favorable policies; another is to provide them with construction land through development zone operation pattern. still another is to coordinate bank loans for the schools to get necessary resources.According to the attitude that government takes towards the public higher-learning schools campus expansion construction, the school expansion can be categorized into government indulgence period and government control period. Government restrict public higher-learning schools from expansion via indirect ways like straightening up illegal and against-regulation land-using, regulating ratification of land accessibility, and restricting the amount of higher-learning school loans.However, as the conductor and the principal investor of public higher-learning schools, the government has some defaults in the public higher-learning school campus expansion management. The first is the lack of scientific programming in the development of public higher-learning schools. The government and the higher-learning schools work together to strengthen the government's efficient coordination with the public higher-learning school development size, to ensure the construction outlay, to confirm the construction standard realistically, and finally to rectify the public higher-learning school expansion defaults, to dissolve their debts and so help them keep orderly and healthy development.
