It has the important theory and reality guidingsignificance to the higher education's reform of our country.Under the field of the new public management theory, our country must establish themulti-level connotation's service government, providing the public service is government'spriority target. The government mainly should be "operates the rudder" to the highereducation but not "rows";Must suitably introduce the market competition mechanism, formsmultiplicate supplies body of higher education;Must guarantee the fair realization duringpursue efficiency;Must reasonably divided the power of education;Must establish the perfectlegal environment and so on.
