Along with the socialism market economy system gradually consummation, technicalrevolution changing with each new day, influenced by the strategic of education priority todevelopment and the western new public management, how the government effectivelycarries on the organization reform and the educational administration function transforms arethe questions which we needs to face with and solute now. Specially in the higher educationdomain, in the climacteric from the planned economy system to the market economy system,the traditional versatile and control government already cannot adapt to the needs of socialand the university, seriously hindrance the healthy and foreword development of the highereducation.Emerges in the 20th century 70and 80's, Britain and America, and rapidly expand in theworld scope,the new public management which managed the theory and the practice of thegovernment management has been significant and the profound influenced, particularly in thewestern public department. Some positive thought it emphasized, like the pursue of publicmanagement efficiency and the service goal, the position of introduce the market competitionto enhance the service quality and level, request administration authority relead and retreated,advocate operating private department's effective managements, the achievements encourage ,the surveillance appraisal and so on. It has the important theory and reality guidingsignificance to the higher education's reform of our country.Under the field of the new public management theory, our country must establish themulti-level connotation's service government, providing the public service is government'spriority target. The government mainly should be "operates the rudder" to the highereducation but not "rows";Must suitably introduce the market competition mechanism, formsmultiplicate supplies body of higher education;Must guarantee the fair realization duringpursue efficiency;Must reasonably divided the power of education;Must establish the perfectlegal environment and so on. The government should manage the higher education in thepolicy guidance, the resources disposition, the administrative simplification, the supply ofinformation and the surveillance appraisal .Although the new public management theory tells us to introduce the market mechanism,divide power and the efficiency;But the function development theory of modern highereducation, the market failure and the public production theory also tell us the higher educationneed the essential surveillance and management by government, it already gradually movedfrom the edge to the center of the society, and it needs the government and the marketcoordinated interaction, altogether to construct mutually. But at present, in the management ofour government appeared the wrong government's role, the fuzzy power and responsibility,the deficient system, the incomplete right of university and the imperfect educationfacilitating agency and so on.Then under the market economy condition, the view of the new public managementtheory, faced the above questions, how our government should do? The author thought mainlyshould be clear about the service function of the service government, carry on the reasonablerole of the government, further extend and implement the university's right, positivelyintroduce the market competitive mechanism, establish higher education's public financesystem, consummate the education intermediary appraisal organization and so on, trulyachieves the complex relations between the government and the university, the governmentand the market, building the stable and legal environment for our higher education.
