Modern China is not only a time of great change, but also a time for development of the social educational thoughts and practices. From central to all levels of local governments had realized the importance of social education at different levels. Since 1897 Qingdao has been accounted by German, greatly changes have taken place in a short time. From 1929 to 1937, the reign of the Nationalist government in Nanjing, due to the improvement of political stability, political, economic and cultural environment, the city accelerated the process of modernization. With the government's promotion, Qingdao has reached the pinnacle of the development in the Republic of China. During this period, the practice of social education has become increasingly complicated, and gradually formed two forms-school style and social style. Such as mainly public schools, tutorial schools, public education and many other community education activities, which characterized with together development of school education and social education, urban education, social education and rural community gradual development. The developments of social education promote science, popular culture, people and improve quality of citizenship, and it promoted the progress of urban civilization, accelerated the modernization process in Qingdao. But the "theocratic" in Qingdao, under a congenital lack of social education, there also exist some problems. The research of Qingdao in the Republic of social education, education for the development of contemporary society can provide some reference.
