Scientific Concept of Development, is the concentrated reflection of developing worldoutlook and methods view of Marxism, is the important guidelines of China's economic andsocial development, is the great strategy of developing the socialism with Chinesecharacteristics, is the new development of guiding ideology of socialist modernization, and alsois the guiding ideology of reform, development and innovation of higher education.This article sets about different classifications of higher education, defines university ofteaching-researching model of our country reasonably, and hackles the history of university ofteaching-researching model in recent 30 years by tracing its development. On this basis, theproblems of university of teaching-researching model under the background of populareducation are analyzed, advices and strategies are proposed. At present stage, how to guide thedevelopment of university of teaching-researching model by Scientific Concept ofDevelopment is an important subject in deepening the reform of higher education, it is also ourown development requirement of higher education and the important implement of carrying outScientific Concept of Development.As an important part of higher education, our university of teaching-researching modelshoulders the important duties of talent training, scientific research and social services, and ithas an important strategic status in human resource, it is associated to the masses'vital interest,also, it has been highly focus area of the masses and social. At present, there are all kinds ofproblems and shortcomings in university of teaching-researching model, such as inaccurateinstitutional location, existing wrong region in the construction of the subjects, the decline ofteaching quality and lack of institutional autonomy. If these problems can not be timely andeffectively solved, the construction of university of teaching-researching model, even thewhole high education system, will surely be affected. Therefore, we should choose an effectiveand rational way, and solve these existing problems and shortcomings under the guidance ofScientific Concept of Development, only in this way, the construction of university of teachingresearchingmodel can achieve a comprehensive, sustained and coordinated development, even the overall progress of high education.
