The fast development of speech technology brings a new terminal for internet -phone. People can use phone, mobile phone, PC, PDA or other intelligent devices to access Internet with speech synthesis technology and speech recognize technology. Also people can build voice application using voice browsing technology. The voice browsing technology is a bridge between voice and internet, which plays an important role. As the core technology of voice browsing, VoiceXML make the convergence of telephone network and internet be easy. VoiceXML brings a beautiful perspective for the voice area, and inevitably affect operators, service providers, content providers and developers deeply.VoiceXML, the Voice Extensible Markup Language, is designed for creating audio dialogs that feature synthesized speech, digitized audio, recognition of spoken and DTMF key input, recording of spoken input, telephony, and mixed-initiative conversations. Its major goal is to bring the advantages of web-based development and content delivery to interactive voice response applicationsVoiceXML 1.0 is also a specification of the VoiceXML Forum, an industry consortium of over 300 companies. The Forum is active in the conformance testing, education, and marketing of VoiceXML, and has given control over further language development to the World Wide Web Consortium (W3C). Because it is a specification, applications that work on one conformant VoiceXML platform will work on others as well.This paper describes how to build voice application platform with VoiceXML technology and gives a framework of voice browsing. It consists of six chapters. Chapter one introduces the appearance and technology backgrounds of VoiceXML, and the status of VoiceXML applications. Chapter two introduces the VAS (Voice Application Specification) and the position of VoiceXML technology in the VAS. Also it gives the architecture of the VoiceXML platform, which is composited with Voice Browser, Telephone Network, Speech Engine Interface, and HTTP Interface. Chapter three describes Voice Browser, which is the major part of affair layer. Voice browser interprets the VoiceXML language and drives other function components. Chapter four discusses the session layer, which has three functional components: HTTP Interface, Telephone Network and Speech Engine Interface. Chapter five discusses the interface between the functional components. Chapter six, namely the last chapter, summarizes the whole pager and prospects the future study.
