TV programs are the important history material and reference of television station. They are also the important information of people's day life. In order to make good use of the TV programs, an efficient and convenient TV program receiving, storing, managing and processing system is needed. The old system stores the TV programs in the videotape in the form of analog signals and edit them after convert the programs into AVI files. With the development of science, the performance of personal computer is highly improved; the technology of digital storage and multimedia is developing rapidly. Gradually, The shortages of the old system are exposed and it is urgent to updating the system with more advanced technology. The analog signals of the old system are difficult to store, need much time to edit, the signals need convert several times and a great deal of signals are lost and it is difficult to find out the stored material of TV programs which you need.With the development of multimedia technology, the technology of video and audio compression is increasingly perfectly. The newly developed MPEG standardization highly promoted the technology of the video and audio information compression, editing, storing and transporting, and it became the mainstream. The digital signals storage technology is developing rapidly in these years also, especial the optical storage technology. The compact disc is cheap, easily to store and it has large storage volume, the data in it hardly lose. With all these virtual, the compact disc became one of the main media for data storage.This thesis is mainly discussed the design and realization of the digital satellite television program receiving, storing and processing system. The system stores the TV program in disc in the form of digital signal (MPEG files) and manager discs with jukeboxes. It use MPEG files to edit TV program, and provide several quire ways with friendly user interface.First, the system converts the received TV program signals into MPEG file with video capture card, cut the MPEG file into several short MPEG files according to the content of the program and establish index for them. Then, it transports the short MPEG files to jukebox server. The jukebox server with responsibility for discs management, it record the program material into discs and provide service for clients visit the program online. The clients get the programs through quire with certain condition and download them into local hard disc. The local media edit software directly edit the MEPG files and produce new programs. The hardware components of the system include TV program receiver, video capture card, jukebox, non-linear video edit card and personal computer. The database management software is SQL Server 7.0. Software is designed object-oriented, the program language is C++, and the software development tool is Visual C++ 6.0. The software development and running platforms are Windows NT/2000/98.The new system store the video and audio information in digital form, it is convenient for processing it with computer. The digital signals store in the compact disc, the disc is easy to storage and the information hardly lose and distortion. It is convenient for program material's storing, querying, browsing and downloading to record and manage TV programs with jukebox. MPEG file integrates in-frame compression and between-frame compression. It has good graph quantity while the compression ratio is high. Therefore, the storage space is saved. Information losing and distortion is reduced to edit program with MPEG files directly. The new system root up the defections that exist, in the old one. It also improved efficiency and is. more economical.
