The rapid deveIopment of the netWork economy, which is marked by theInternet and e-commerce, not onIy gives a strong impact to the traditionaIeconomy but also has significant implications fOr the government regulations. IndeveIoped countries, the netWork economy is flourishing due tO the betterInternet infrastrocture that has provided nicer hardware supports for thee-commerce. On the other hand, in the deveIoping countries, the Iimitations ofthe economy Ievel and hence the lag of the Internet infrastruCture have becomethe bottle-neck of the further development of the netWork economy In Our countryalthough the construCtion of the lntemet infrastruCture has gained remarkabIeachievements, it couIdn't yet meet the need fOr the deveIopment of the neweconomy EspecialIy, the absence of the deep understanding of thecharacteristics of the Internet infrastruCture may Iead to the blindness and thewarp in the pubIic poIicies.Aiming at the above phenomena, the article starts with the analysis of thecharacteristics of the Internet infrastructure and then explores the relatinguniversaI services principIe and the public investment policy At the same time,the articIe uses some fOreign experience on the pricing of the lnternofinfrastruCture and the application of the universal services principle fOr thereference of the poIicymakers.The whoIe study is organized into three chapters'Chapter One: The Characteristics of the lnternet lnfrastructure. Chapterone analyZes the charaCteristics of the lnternet infrastmCture from the technicalview as weII as the economic view. On the basis of the anaIysis, this chapterexpounds the innuence of these features on the lnternet infrastruCture itself andthe whoIe economy. At last, I discuss the possible problems and correspondingsettlements during the providing and the use of the lnternet infrastroCture.Chapter Two: The Pricing and the Resource Management of the lnternetlnfrastruCture. ln economics, the basic way to manage the resources aIIocationsis the spontaneous adjusting mechanism of the market. AIso in the lnternetresources allocations, people introduce the market price tO baIance the fUnCtionsof the lnternet infrastructure. Chapter tWo expIores several common pricingmodels for the lnternet infFastruCture and anaIyZes the interactive reIationshipbetWeen the service pricing and the resource management of the lnternetinfrastructure.Chapter Three; The PubIic Policies of the Internet lnfrastructure lndustries.The twO key points of this chapter are; the universaI services principle and thepubIic investment POlicies. ln details, chapter three introduces the concept of theuniversaI services principle and discusses its cause, its function mechanism andthe appIication of the principIe. The analysis of the public investment policiesfoCuses on the detaiIed measures and the copuIate poIicies.
