The video coding based on the video ROI(Region of interest) segmentation is discussed in this thesis, and the Quasi-still-background monitor system which uses this technique is also presented.The coding is based on the characteristics of Quasi-still-background, which means the background does not change in a relatively long time. The video is separated into the set of the VOB(video object) sequences by utilizing the object detection and segmentation. Through the coding, control and transmission of every VOB sequences, the system not only gains the higher compress ratio but also has new functions such as automatically giving alert and fast retrieval by ROI etc.Every part of the technique implementation is discussed in this thesis, such as moving object detection and segmentation, video ROI decomposition and composition, VOB sequence coding and decoding, and feature-retaining sampling etc.Beyond that, in this paper, a Quasi-still-background monitor system and information network is described. The key technology is also introduced. |
