With the development of the computer network, image processing and transferring technology, the traditional Surveillance project , that is the image-compression card plus PC, can' t satisfy some applications. So , the latest trend is the application of Embedded System in Surveillance field.Based on the trend, this paper introduces a hardware project based on DSC21 chip. The project consists of data collection, data compression, data transferring, data storing and peripheral controlling. The project of this paper introduced has the merits of small size, low costs and high reliability.The hardware requirements are analysed firstly, then the project based on DSC21 is introduced. On this base, the vidicon' s driving and data collection are realized through programming. Data compression standard adopts MPEG2. The emphasis of this paper is to realize the MPEG2 standard. As to three types of frames in MPEG2, there are two different types of coding method, which are Inter-frame coding and Intra-frame coding. The software realizes the Discrete Cosine Transform, Huffman Coding, RLE Coding and so on. In addition, the prediction, Motion Estimation and Motion Compensation are adopted.The application of Embeded System in the Video Surveillance field is the purpose of the research work in this paper. The MPEG2 standard is researched and realized in this work.
