ERP (Enterprise Resource Planning), means using systematic manage idea which based on the information technology to provide a management platform for the decision-maker and employee of the corporation. From the ERP coming forth, during the 10 years' development, it has greatly increased the using efficiency of the Enterprise Resource and has made great economic advantage and accelerated the information process of the corporation.However along with the enterprise's rapid development, information level greatly enhanced and the business operation become more and more detailed, new business cooperation which cross enterprise or cross industry come about, gradually the original ERP system can't meet the demand of the new business management. This article first introduces the shortcoming and problem which existed in the current ERP system, afterwards introduce recently appeared ERPII, elaborated its necessity and importance, and introduce its core concept with emphasis: Coordination Commerce, Application Integration. Then propose this article's research aim: Constructs a web service oriented ERPII model: SOERP. Before elaborate SOERP's model structure, we introduced the related theory and technology which this SOERP model needs: web service the basic concept, security and Service Oriented Architecture: SO A .When discussing the SOERP model, Firstly we introduce its function. In order to realizing the core of ERPII, SOERP should manage the Enterprise Resource and Business Operation well enough to meet the new demand in the future business environment. Secondly we expatiate the four layer structure of SOERP which based on the web service: Present Layer, Business Layer, Service Layer, and Data Layer. For each layer, we introduce its structural characteristic and the design of the core components and their synergic relation. Since SOERP is service oriented and using the uniform web structure, in order to ensure the security of the whole system, independent security service impenetrate the whole four layer structure. For meeting the demand of Cooperating Commerce and Application Integration, we divide the business operation into several service, we can use different service to make up different kinds of business operation. The service can be owned by SOERP itself or owned by other corporation or system. By this way, we can cooperate with other corporation and our service can also be integrated into other systems.At the end of this paper, sum up the SOERP model and make some discussion on its shortcoming and the parts which could be optimized in the future. Since SOERP can realize the core of the ERPII, the future of SOERP will be bright.
