In the research work of mobile network based on IPv6, the problems of latency and packet lost rate are paid more attention. Presently, many handover schemes are presented, but only one of them have been proposed as standard is Mobile IPv6 (MIPv6),others are still drafts. However, there still exist problems of higher handover latency and packet lost rate in MIPv6. So far, FMIPv6 and HMIPv6, both of which are based on MIPv6 have been presented as drafts by IETF. These two schemes promote the performance of handover. But after analysis and research, there is still limitation with them. For instance, it is harder to implement FMIPv6 and the cost is high. What's more, as the result of frequent handoverring, the mobile network bandwidth will be wasted by registered information. As to HMIPv6, it just localized the home agent, not improved MIPv6, so whole latency and packet lost rate are still very high. This paper mainly presented a high cost performance handover management scheme based on IPv6. That is to say, not only does it easily be implemented, but also its handover performance is pretty well. In order to illuminate our analysis, we introduced the concepts of micro mobility and macro mobility. On the basis of these two concepts, by analyzing several classic handover schemes in detail, we gradually presented our handover schemes----F-HMIPv6 and HMIPv6-ER. The former is the combination of fast handover and hierachical handover in the case of micro mobility, and the latter is the implementation of hierachical handover management in the case of macro mobility. And on the basis of these two schemes, our final scheme----F-HMIPv6-ER was presented to solve the problems of high latency, high packet lost rate and overabundance of register update. At last, the feasibility of F-HMIPv6-ER was validated by simulation. The simulation result indicates that our scheme is not only applicable to MAP inter-domain handover but also applicable to cross-domain handover, what's more, the handover latency and packet lost rate are lower than before.
