Human Resource Management Systems (HRMS, EHRMS), Human Resource Information Systems (HRIS), HR Technology or also called HR modules, shape an intersection in between human resource management and information technology. It merges HRM as a discipline and in particular its basic HR activities and processes with the information technology field, whereas the planning and programming of data processing systems evolved into standardised routines and packages of enterprise resource planning (ERP) software. On the whole, these ERP systems have their origin on software that integrates information from different applications into one universal database. The linkage of its financial and human resource modules through one database is the most important distinction to the individually and proprietary developed predecessors, which makes this software application both rigid and flexible.The Shandong Province Quality Technology Supervise Bureau is a government department which manages and organizes standardization, measure and quality work. Its main functions are performing synthesis management and administrative enforcing laws, It plays an important part in improving technology, standardizing economic order, and increasing financial benefit.The human resource system is an important part of Shandong province golden quality project. This paper proposed a layered approach structure of human resource management system based on component oriented software process model, this system is composed of twenty-five models of business management and four models of system subsidiary function. The business management includes the management of workers information, the management of wages, management of social security and so on;The system subsidiary function includes the inquiry, management of work reminding, safeguardingto system and so on.Dynamic form subsystem is designed and analyzed in this paper, this subsystem is described by four aspects: function description, component relationship, component design, and interface design. Dynamic form component can produced web page by reading model information.This paper also emphasizes on two following subsystem: resignation and cadre training management subsystem. Based on function description, this paper proposed the IPO graph of the two subsystem.This system can help people to share information, automatically renew the related information to avoid input the same information again;it can tell people to do some critical things in time to improve the efficiency of human resources management in view of the complexity of human resources management. This system also provide the function of design different form freely, and deal with the business logical relationship intellectually. Finally this system provide varied kind system management interface to satisfy different customer' s request and different tasks, the data interface with the applied software provided by other departments to share resources.This system had been run several months, checked its practice, it can be conclude that it has friendly interface, the user can operate easily, it reinforced control and management to human resource.Because the management of human resources refers to many requests, the system needs to be extended in business and to be enlarged in function in new future.
