With the development of Long Distance Open Education, it becomes a new tendency for researchers to monitor learners' self-study and to assess instructors' assistance in the whole learning/teaching process. Moreover, at the time of monitoring, it is necessary for instructors to pilot learners' self-learning through individualized interfaces, to estimate their learning levels and to provide them with different learning resources and thus, adjust instructors' teaching strategies. These functions can be realized through formative assessment and it is crucial to provide the long distance instructors with the TQM assessing mode. The traditional assessments stressed on the account of the results, the assistance of the teacher and the evaluation of some specific and scattered contents. This assessment has the limitations as follows: firstly, it is lack of the evaluation of learners' whole learning process; secondly, learners' 'acceptability' and 'degree of satisfaction' are not taken into consideration. Therefore, the goal of formative assessment cannot be attained. On the basis of the deficiency of the traditional formative assessment, this thesis introduced intelligence agent technology, and ASP technology in exploiting B/S-based intelligence management system of formative assessment.This thesis first expounded the rationality of the use of intelligence agent technology by means of the comparative analysis of the current status of the formative assessment. It then put forward the thought and the principle of the system design, and confirmed the technological scheme and the exploitation model of the system. Based on the above thoughts, the basic frame and the logic model were constructed, and then a learner information model was set up. This thesis also introduced the intellectual technology that was used in the systematic design, the procedure of applying this technology into the designing of the formative assessment and the exploitation of the models by means of ASP technology.The intelligence-agent technology adopted in this system was used to follow the track of learners' learning so as to understand learners' cognitive state. By means of comparison of learners' learning at presentand the results they have expected, a series of data-based information can be collect, through which, the instructors can give a fair, objective and reasonable evaluation of learners' learning, remedy the defects of the previous assessment, motivate learners and finally, affect learners' learning outcomes. This system has realized that intelligence can lead learners to select their lessons, to do self-studying and to search learning resources. It can also control learners' learning process and analyze their behavior. Moreover, it can excavate and analyze the data that have been gathered, offer intellectual support for both teaching and learning, and assess learners' learning process as well. After this software was put into operation, it has been proved to be effective. The majority of learners have claimed that this system has offered great help to them in their self-learning. It also changed the past phenomenon that the formative assessment could not be carried out and the achievement could not be fair and objective.
