The technology of static image coding has grown fruitfully in latest decades. Along with more applications of network and multimedia, more and more people are urged to know a technology by which they can use limited number of bytes to express maximum image information. At the same time, we need the coded stream of image that has some functions such as embedded stream, region of interest, adaptability in network, random access etc. The outcome of wavelet theory brings us both opportunity and challenge, more and more coding arithmetics based on wavelet were brought out. The new international static image standard JPEG2000 is coming out step by step. It proves the importance of wavelet theory in modem image coding.The thesis will emphasis on research of Tier-1 encode of EBCOT and the implementation of Motion JPEG2000 encoder based on DM642 platform. Introduce the development of the video and image codec, wavelet and JPEG2000 standard. The JPEG2000 achieves great compression rate by means of EBCOT and adaptive arithmetic coding. To fulfil the distinct requirement of the application, JPEG2000 carries out various controls over allocation of the packets, precincts, layers. The core modules of JPEG2000—bit-plane coding (Tier-1)—are described detailedly. Based on the analysis of the original bit-plane coding algorithm, a fast bit-plane scan and coding algorithm and prediction of rate distortion threshold in Motion JPEG2000 are discussed.The program is migrated into DM642 DSP and optimization is developed. First, the framework and arithmetic are selected and adjusted as the requirements of the system. Then, we optimized memory allocation, c/assembly language and bus read/write, use on-chip memory of DSP efficiently. The performance of the program on DSP is improved , and the compression ratio and image quality are ensured.
