Currently, It is going to reform deeply in cultural establishments in china. To develop cultural industry which was addressed in the sixteenth people's congress is an important strategy of carrying out fairly prosperous and secure and advancing cultural development, which is a significant way of flourishing culture and satisfying the cultural demand of the masses in the market-oriented economy, which is a vital move of seeking to develop when broadcast and TV's industry is entering the 21st century in china. Because of the self-character of broadcast and TV's craft, the workers are demanded to having the better cultural standing, professional knowledge, comprehensive competency and capability of accepting new things. But there are some abuses in the institution avoidlessly in the traditional governmental undertakings of broadcast and TV's craft, especially in human resources management. Consequently, how to promote the development and reform of a corporation or the trade in the increasingly drastic marketing competition to come through adjusting the human resources is an important problem which all of broadcast and TV's corporations confront.For the time being, in the course of human resources management, the research on the basis of capability is more and more paid attention on by the organization. Now, there are many researches in qualification management and competency models, but the greater part of which are building the managers' competency models or the general competency models of applying to one corporation, which are not on the basis of the specific craft. The paper which is aimed at solving the problem of human resources management bases on the practical situation of TV's craft, qualification management theory and competency models theory. The workers are divided into many position-branches of. The competent capability models are built in terms of the different characteristic of position-branches.In the process of the research, many methods such as the test paper, behavioral event interview, the conference with specialists and so on were adopted. At last, the paper built competent capability models of the workers working in the TV station. The competent capability models contained three parts: general competent capability model of the corporation, comprehensive competent capability model of position-branches and special competent capability model of positions. Thedenomination of capability in the model and the description of behavior were specialor usual phraseology in the TV's craft, in order to practical, concise and easy tounderstanding.This research is in an attempt to provide some valuable reference about mode ofhuman resource management on the basis of qualification and capability, which couldprovide theory support of recruitment, career development, training, appraisal andcompensation.
