At present CATV industry is transiting to digitization. It undertakes the important task of producing information services for society at the same time. So it should focus to build its own information system and the value of systems applying. Only this can improve the efficiency of the Network Resource Management (NRM) and the capability of serving society. The NRM system is a highly integrated information system, especially in today, the new technology is emerging in endlessly. So the NRM has become an important means of CATV enterprises to advance the network running efficiency, opening business rapidly and realize centralized managements around full-network resources.This paper describes the necessity to build the platform of GIS in view of the present tradition mode of network resource management and its main problem of Kunming CATV. Then we analysis the feasibility of managing the CATV network resources based on GIS according to the situation of development and application in GIS at present.This thesis bring forward a series of new methods about network resource management and carried out in a specific projects.This dissertation main study how to use the technology of GIS and Database to manage the CATV operator's network resources highly efficiency. The network resources include the information of resource distributing, resource configure, resource application and the logic relationship between them. This article studies how to realize the function of typing, management, query, analysis and search etc. as well. The system provides all kinds.of exact and credible graphics information and property one for the department of network maintenance, programming, engineering and marketing.When we selected the GIS platform, firstly we take into account the powerful, opening and expansibility in the function of platform. Secondly, we considered we must do the secondary development in any case, so we selected Arc/Info as our GIS platform, because it can provide powerful component tools to make development work conveniently.The experiment results indicate that this NRM system has stronger function of adaptabilities. It can provide full and accurate data for CATV network, and establish the base for making a decision of scientific network optimization.
