With the maturing of computer and electronic technology, video surveillance has been developed rapidly. The breakthough of video technology and the development of Internet also have affected video surveillance deeply.Nowadays, with the development of the information technology, digital video surveillance has become an important domain. The combination of Internet and video will become a new hotspot or aspect of video surveillance.This paper will describe a network-based H.264 video surveillance system. First, we introduce H.264 standard and analyze its new techniques. According to the fact that video scene with many static background blocks is smooth and little motion, we propose a new fast motion estimation method for surveillance video sequences. The results show that the new algorithm can reduce search points without obviously PSNR descending and Bitrate. At last, a stable baseded on DM642 network digital video surveillance platform is realized through this paper. There are abundant peripherals which can be used to upgrade and extent the system function on the platform. And the platform can support two analog video inputs to finish two background stages video surveillance tasks though Internet at this time.
