Power industry is earliest one of industries to apply information technology. Through "SG186 Project", state power grid has constructed integrated information system. In order to carry out consistent data platform in SG186 Project, it's one of most important task for county power companies to standardize production data and operation criteria. Considered electrical informationized development, low voltage informationized construction in the countryside is still in the exploring phase and far away from real application, especially for construction of low voltage security production management information system. It has become a necessitous task we have to face so far. Otherwise, it's impossible to construct consistent data platform in county bureau since low voltage data is one of most important part in data platform.In this thesis, the state of application for low voltage management in the countryside is introduced. Based on low voltage MIS in Power Bureau of Yuhuan, we discuss the techniques used in our project in details, including MIS, relationship between information and management, structs, Spring, Hibernate etc., which is fundamental for java web development. In addition, combining CIM in IEC61968 and our project, we also introduce resource modeling implementation, i.e. devices, customers and human resources.In this thesis, detailed implementation is given, which include model design, software structure, database design, security design etc.Incorporated with real conditions in power bureau of Yuhuan, new MIS criterion is proposed, which is suitable for county bureau in Zhejiang Province. Application and implementation for work flow in low voltage production MIS are put more emphasis. Additionally, we explain management for line device fault in more detail. In the final part of the thesis, a solution is put forward for interface between low voltage production MIS and 10kV or above production MIS.The research in the thesis is not limited to implementation of low voltage security production MIS in Power Bureau of Yuhuan, we also consider criterion and real applications for low voltage security production in order to make it possible to apply our model and techniques to other power industry.
