Zibo Municipal Land And Resources Information Management System Planning And Design

The designing target of Zibo Land of Resources information & management system is to using advanced information management system technology to build up advanced land and resources information system based on real geographic characteristics of Zibo five regions and three counties. Because of specific Zibo satellite city organization, all the regions and counties gradually have developed and formed their own information management systems according to their working needs, thus, this results in the situation that multiple management modes and data formats co-exist in Zibo, and all regions and counties'data are separated in different information islands without being compatible, which has caused lots of inconvenience to city bureau's work. In addition, as technology development problem, those previous developed system are difficult to meet current information services request. This thesis has researched and analyzed land & resources information system developing situation at first, got conclusion of development necessity of land & resources information from being scattered to integrated, expounded the basic contents of integrated land & resources information system, and furthermore, built up a new land & resources information management system under the Zibo bureau of land & resources (short as city bureau) background.According to contents and management modality, the developing history of land & resources information system can be categorized into graphs, data, business, and decision centered system construction phases. The land & resources management system mentioned in this thesis is to build up integrated and centralized city level database based on sharing data resources; to take use of working process and data management way of IT technology reform; to combine daily office management system, including land register, planning, and land usage etc GIS systems with all administrative offices main businesses, and finally achieve to consolidation of all systems and data sharing to improve data utilization ratio, which is very meaningful to assist office work and decision making.City bureau land & resources management system has taken use of GIS (Geographic Information System) technology, which is a system of collecting, storing, managing, analyzing, displaying, and application geography system, and a general technology of analyzing and handling mass geographic data. This system has used GeoMedia system produced by Intergraph. As there is mass data storage request, database of this system adopts Oracle 9i Enterprise Server to manage. Oracle space database is a database supporting OpenGIS and combing storage, management, index, and retrieval. And this system also takes working flow technology to implement business activities flow and management supervision. This thesis has carried out working flow management system into whole system, which targets at the non-flexible process issue of current Zibo city land business management, and has effectively solved whole system re-construction issue caused by land management departments organizations'change or other factors leading to business processes alteration.This system has already passed internal users'tests in Zibo city bureau and all counties sub-bureaus, which indicates that the information management system can run in accordance with predetermined requirements and all functions are operating well.
