The reform and opening policies have been carried out more than 30 years, and the strategy of development of west regions has also experienced over 15 years. Compared with the past, the level of Guizhou social economy has made a great progress, and the quality of people’s lives has improved a lot too. All of these things are supported by the development of industrial economy of Guizhou province. However, influenced by the particular climate and special geographical condition, the gap which is between the speed of Guizhou’s social economy and the average level of nation’s is increasing. To solve this problem, it is supposed to have a deep insight into economy gross, industrial structure, influence between different industries of Guizhou province.In this problem, the pillar industry which plays a particular role in the industrial structure and have an important role in the process of economy, is getting more and more concerns. To make the Guizhou’s economy got a good and fast development, it is necessary to understand, measure the effect to other industries which caused by the pillar industry’s development. The essay chooses this topic as the experimental subject, which can provide a opinion to industrial adjustment on the basis of research result, and give a new perspective to understand how to improve the entire economy of Guizhou. And Guizhou is a major province of energy in southweatern of China, whose industrial structure has a characteristic of large-scale, strong-effect, wide-influence. As a consequence, after the combination of research background and research aims, this essay will use the combined methods of ratio analysis, statistical chart analysis and econometric models, and measure the economy spillover effects. Using the Guizhou’s ‘twelfth five’ industrial planning as the blueprint, to build ‘inclining development’ strategy for choosing the important pillar economy as the break through place, to understand the performance of the pillar industry by the analysis of its’ development level and competence of competitive power. Furthermore, it will discuss the pillar industry’s economic spillover effects. Firstly, using the method of qualitative analysis to explain the result of Guizhou pillar industry’s economical spillover effects, and distinguish the route of economical spillover effects. After the quantitative analysis it would use quantitative analysis to measure the spillover effects. During the process of quantitative analysis we would invite the Feder model, after explain the principle of this model, and build a “two-segments” of energy and non-energy industry’s model which adapts to the condition of Guizhou reality. After the measures of referring to the almanac, it will take the statistical numbers into the model, then use the regression software to analysis, and get the result. Concerning about the analysis result, this paper aims to explain these problems: firstly, what is the level of the energy industry’s development level and competitive power as a representative of pillar industry. Secondly how is the effect of the development of energy industry to the other industries in the province. As a result to the reference and basis for the adjustment of Guizhou’s industrial structure.
