With China's economic development, energy consumption increases,China is currently facing a crisis of energy shortage. In order to alleviate the problem of energy shortages, our government put the energy issue in the strategic height, and made a series of efforts to this end.In the "12th Five-Year plan" of energy development, the government has formulated the relevant measures to promote China's energy transformation. In the "13th Five-Year" plan the government also established the concept of modern clean low-carbon energy system, formulate the strategic objectives of energy development during this period. From these we can see that our government is concerned about the sustainable development of energy, and the efficient use of energy is the key to sustainable development of energy. In recent years, the eastern region of the industrial structure adjustment and the central and western regions of the economic development needs, making the eastern region of the industry continue to shift to the central and western regions. On the one hand,Industry transfer has made great contributions to the central and western regions of the economic development. But on the other hand, industrial transfer has had a negative impact on the improvement of local energy efficiency.Based on this, from the perspective of spatial economics, this paper analysis the influence of industrial transfer on China's industrial energy efficiency and its spatial spillover effect, and put forward some policy recommendations to improve China's industrial energy efficiency and explore the new model of industrial transfer. The main conclusions of this paper are as follows:(1)This paper uses the descriptive analysis method to analysis the present situation of industrial energy consumption and industrial transfer in China during 2005-2014,and analysis the spatial distribution characteristics and spatial correlation of industrial energy efficiency in china. The results show that: in 2005-2014,China's industrial energy consumption is the largest in the eastern region, second in the central region and the smallest in the western region, but the eastern part of the industrial energy consumption accounted for the proportion is decreasing. The change of industrial energy efficiency in China is consistent with the gradient rule of industrial transfer in china, which is characterized by the decline of the eastern coastal areas to the interior of the west.In addition, from the point of view of regional and sub industry, the spatial autocorrelation test of China's industrial energy efficiency is carried out.Moran's I index analysis shows that the spatial distribution of industrial energy efficiency is not only independent of each other, but also has significant spatial correlation.(2)By constructing the spatial panel data model, this paper makes a spatial econometric analysis of the impact of industrial transfer on China's regional industrial energy efficiency. The results show that the industrial transfer will not only affect the industrial energy efficiency of the undertake area, but also affect the industrial energy efficiency of the neighbouring regions. From the view of whole country,we can see that industrial transfer has a positive impact on China's industrial energy efficiency, but has a negative spatial spillover effect on China's industrial energy efficiency. From the view of eastern region, the eastern region out of traditional industries has a positive impact on the industrial energy efficiency, but also has a positive effect on the surrounding areas through the demonstration effect and competition effect. From the view of the central and western region,as a undertaking to undertake the industry will not only have a negative impact on its industrial energy efficiency, but also has a negative impact on the industrial energy efficiency of the neighboring areas, that is to say the negative space spillover effect.(3)In this chapter,we divide the industrial sectors into resource intensive industries,labor-intensive industries, capital intensive industries by using the method of industrial classification of different factors and the classification standards of international trade. On this basis, through the establishment of spatial econometric model, the paper studies the impact of industrial transfer on the energy efficiency of different industries in China and its spatial spillover effect. The results show that industrial transfer has played a negative role in promoting energy efficiency of China's provincial resource intensive industries, and the transfer of resource intensive industries will also have negative spatial spillover effects on the energy efficiency of the surrounding areas.Industrial transfer will have a positive effect on the energy efficiency of the labor intensive industries in the region, but it has a negative effect on the improvement of the corresponding energy efficiency. However,Capital intensive industrial transfer will not only have a negative effect on the corresponding energy efficiency in the region, but also have a negative effect on the energy efficiency of the capital intensive industries in the surrounding areas.
