In recent years, China’s economy has entered a new normal, greater downward pressure on the economy. Research shows that the highway can effectively promote local economic and social development, while restrictions by state funds, lack of funds has severely hampered the construction of the highway. Therefore, how to be introduced into the field of social capital in highway construction has become the focus of attention. In 2013, the Third Plenary Session of the party’s eighteen clearly stated that comprehensive deepening reform, the new ideas. In 2014, the CPC Central Committee began to implement a comprehensive deepening reform, modified or formulated a series of relevant investment and financing system reform, debt management, and local laws and policies. Thus, the central government began vigorously promoting PPP financing model, the country is exploring the model applied to the construction of the highway project.This paper describes PPP financing model research background and significance, clear research questions, identify research ideas and methods; secondly, through review relevant theory, introduces the status quo of China’s highway PPP financing model; then, in Yunnan M Expressway Project Case analysis of PPP financing model in practice; and finally, the paper summarizes the research findings and shortcomings, and future research were discussed.
