With the support from our country’s policy, the highway of QingHai province construction has expanded greatly in recent years. When the first highway of PingAn to XiNing was completed in 2002, under the unify loans and refund mode of Qinghai Communications Department, by the end of year 2013,the highway mileage of completed reached 1,356 km, and under construction mileage was 2,055 km. The rapid development of transportation have made important contributions to the foundation, instruction and services of economic, the shortage of capital was resolved perfectly by the financing tool, it promoting the rapid development of economic. At present, there are still many problems in financing. Firstly, Qinghai Communications Department is responsible for all liability of highway, transportation accounts for 50% of provincial debt obligations, it’s affect to government credit. The second is the network of road in Qinghai Province belongs the country’s main road network "nerve endings", with a large investment, loan of project and the high new-old proportion. The third is Qinghai highway toll revenue to repay the source can’t be guaranteed.In this paper, use of quasi-public goods theory and the theory of limited government. The methods includes literature reading, data analysis, research methods etc. Systematic analysis the current situation of Qinghai highway construction and financing problems, raising countermeasures based on these issues. This paper is divided into six sections:Part Ⅰ:This part describes the background, purpose and meaning of the paper, literature view at home and abroad, also present the research situation, methods and innovations.Part Ⅱ:This part describes main concepts about highway investment and highway financing, pointing out theoretical basis for instituting of the two needs, include the quasi-public goods theory and the theory of limited government.Part Ⅲ:Focuses on the financing main issues about QingHai highway construction, the problem and cause.Part Ⅳ:Learning foreign and domestic highway construction financing, laying the foundation for the next implication.Part Ⅴ:Explorer the appropriate way to developing highway construction of QingHai.Part VI:Conclusion.
