In recent years, the small and micro enterprises are gradually developing and expanding in China, with the continuous development of economy and the gradual improvement of the market system, the small and micro enterprises in the market economy system in our country is increasingly important. The number of small and micro enterprises in China has accounted for more than 99%of the totality, covering all sectors of the national economy, the creation of the final product and service value is equal about 60%of GDP, tax paid 50%of the national totality small and micro enterprises have solved the employment of 150,000,000 people, more than 70%of new employment and re-employment of the population concentrates up on small and micro enterprises. Thus, small and micro enterprises in promoting economic growth, revenue, employment and other aspects have an nique advantage. But, with China’s economy will enters into the medium speed growth of the "new normal" stage, small and micro enterprises in the economic transformation and industrial restructuring will face many difficulties. Since 2014, increasing downward pressure on the economy for Songming County, small and micro enterprises have many difficulties in land, employment, financing, the high prices of raw materials and so on. We hope that through this paper, it is helpful to promote the healthy development of small and micro enterprises of Songming County.This paper firstly describes the development of small and micro enterprises in Songming County, Secondly, it makes a comparative analysis of the development of small and micro enterprises between Yunnan Province and Songming County, mainly focusing on the total quantity, scale, income, revenue, employment and other aspects of the data. Using the analysis of the advantages and disadvantages and the analysis method of the deviation-share method in order to measure the development level of small and micro enterprises in Songming County. The conclusion drawn from the quantitative analysis of the deviation-share method is that the development of the small and micro enterprises for Songming County is growing from 2010 to 2014, industrial competitiveness is weak; revenue has the greatest impact. Thirdly,the main restricting factors of the development of small and micro enterprises of Songming County are internal and external factors. The internal factors (waek the service consciousness, scattered enterprises, lack of necessary industrial cluster; confused management, lack of famous brand, management talent and well-trained workforce) have significant impact. The external factors are that the heavy burden of tax and fee, the bad expropriation land, financing difficulties, lacking supporttive polices. Finally, we must take some measures to solve those problems to promote the development of small and micro enterprises in Songming County. On one hand, there are countermeasures, mainly focusing on management strategy in specification, survival strategy, industry cluster strategy; the thorough financial system; the brand management strategy; the personnel training strategy. On the other hand, there are the safeguard measures. The main aims are to optimize the operating conditions of small and micro enterprises, to improve the financing efficiency of small and micro enterprises, and to strengthen the reform of administrative examination and approval system, and to improve the service level of government affairs.
